The Third International Festival , 2004, august,10-22nd
he Third International Tourist Festival 'Belukha 2004' was held in the Katon-Karagai district of the East Kazakhstan. The organizers of the measure were the Agency of the Republic of Kazakhstan of Tourism and Sport, East Kazakhstan region Sport and Tourism Department, the Government of East Kazakhstan and 'Rakhmanov's springs' Ltd. with the support of the Information Ministry of the Republic of Kazakhstan.
The Festival has been held every year since 2002, this year the action was dedicated to 90-th anniversary of the ascent on the Belukha.
In 2003 year the Festival was included by the Agency of the Republic of Kazakhstan of Tourism and Sport in the measures' plan to realize the resolution №1445 of the Government of the Republic of Kazakhstan of 2002 December 29 'About the program of development of tourist branch for 2003-2005 years'. In 2004 the Festival was put in the calendar of the international tourist measures of the World Tourist Organization.
The main purposes of the Festival are to make popular East Kazakhstan as a region with an immense tourist potential, arrange business and friendly meetings with local and abroad tourist companies, advertise active kinds of rest.
244 tourists from 7 countries (Kazakhstan, Russia, Estonia, France, Austria, Canada, Germany) took part in the Festival. The regions of Kazakhstan were presented by the following cities: Astana, Almaty, Karaganda, Pavlodar, Taldykurgan, Petropavlovsk, Ust-Kamenogorsk and Zyryanovsk.
During the Festival there were held:

The Assistant of the Region Representative of the World Tourist Organization of Europe Mr. Shlevkov was presented at the opening ceremony. At the beginning of the Festival 'Belukha 2004' Mr. Shlevkov presided over the seminar with the representatives of the tourist companies of Kazakhstan on the subject:' Tendencies and methodic of development of the world tourism.' The World Tourist Organization with the support of the Agency of the Republic of Kazakhstan of Tourism and Sport organized the seminar for tourist community of Kazakhstan. The seminar of such a standard was held for the first time in East Kazakhstan and drew attention of the representatives of the tourist companies, local Government which work in the tourism branch and also high education establishments that train personnel to work in the branch of hotel and tourist business.
On the 11th of August the official opening ceremony of the Festival was held at the coast of the Yazevoye Lake. There were:

At the end of the ceremony there was press conference with the representatives of the republic Mass Media. Mr. Nikitinskiy E.S., Shlevkov A.V., Shpilko S.P., Sarybai K., Tselischev A.V. answered the questions about the Festival 'Belukha' and problems of the development of the tourism in the Kazakhstan Altay.
During the Festival the Agency of the Republic of Kazakhstan of Tourism and Sport organized the advertising tour for the representatives of the tourist companies and Mass Media.
The bards and artists of many creative collectives from Ust-Kamenogorsk presented Kazakh National Folk-lore and put the audience in good spirits.
The contests 'Miss Belukha' and 'Mister Festival' were conducted on the final day and official rewarding of the participants of the Festival with memorable prizes and diplomas took place on the final day.
The safety during the ascent on the Belukha and trekking routes were provided by the rescuers of the Wrecking Works Department of the Main Department of the East Kazakhstan State fire-prevention Service.
